But this is completely "common sense" People!!...

Say Mr. John Doe, invents and designs a Fully operated Motor based on only Permanent Magnets and Steel and Aluminum Parts...it works superb and decides to Patent it with USPTO...He thinks he will be very wealthy very soon...

John built his prototype to demonstrate it works (to himself, no need to show it working to USPTO, like Joe Newman did, and still did not get a patent on US soil...had to go to South Africa to get it)

Mr. John Doe's Motor could be built in any size, and we could regulate its speed, torque plus rotation direction by just mechanically moving back-forth and semi rotating some "discs"...

It could be built from a very tiny size to a huge scale motor, using Neodymium Magnets of extreme power...his motor does not require ANY EXTERNAL INPUT...

His Motor would last retaining its power for over 100 years (lifetime of a Neo's PM)...plus any other "consumable" that we need to replace like ball bearings...maybe every 5 or 10 years, depending on usage...

and realizing the only physical friction are on its two bearings...motor runs very cold at all time...no need to use an internal fan.

This type of motor will work ANYWHERE on this Planet....even on the Sahara's Desert...without absolutely any need to carry any heavy batteries, cables or else...

USPTO Examiner handling John Doe's Motor, had to get an "approval" to accept application from his boss...but he turns out this file to its Superior Department...the DoE (Dept. of Energy)....

Yes Rakarskiy, that is called "Prior Patent Search"...and normally a Patent Lawyer would do that for you...within the Class that your application would be in...

And it MUST be done within the USPTO SEARCH DATABASE...so formats and info is within specifications required by office.

If the inventor of a real free energy device of any kind were actually foolish or greedy enough to try and patent his or her invention they would very likely be told the government is taking your device in the interest of national security.  Of course that really means the energy cartel.  And I am sure you would be warned clearly that if you were to release the secret of your device to the public, you and your entire family would meet with a terrible accident.  The very powerful controllers of our world do NOT allow anyone to upset their control.
