I was able to embody a quick device that validates the principle above. But I added an attracting magnet on top so that the attracting and repelling forces match thereby requiring very little work in to lift and drop the metal plate.  But with closer stronger and further weaker magnetic forces the magnet stack has to more further than the metal is lifted so the principle works but I don't see that the "juice is worth the squeezing". But if a coil is placed where the metal is a current could be made with little Lenz counter to rotation force.
